Higgins helps west Texas clients and communities tackle the region’s most pressing issues: securing water sources over the course of the next 50 years, complying with and anticipating future regulations, and upgrading and fixing aging infrastructure. Client needs and concerns are his first priority.
Garver provides Higgins with the additional support of a national firm rich in design and technical resources. “My goal is to be a sounding board for cities and municipalities and a partner to them,” he said. “With the resources of Garver, I’ll be well-positioned to help them anticipate and meet future needs.”
He will also be well-positioned to continue helping clients obtain funding for capital improvement projects, like how he helped the City of Abilene. (Higgins created the city’s Water Master Plan and worked on a variety of projects included in the plan.) He has coordinated with the Texas Water Development Board, the Texas Department of Agriculture, the United States Department of Agriculture, U.S. Fish and Wildlife Service, and the Federal Emergency Management Agency throughout his career as he has helped clients successfully find funding sources.
